原因：TAGS已经废弃，将这个删掉或者改成OPTIMIZED_KERNEL_DIR=cmsis_nn

make -f tensorflow/lite/micro/tools/make/Makefile TARGET=mbed OPTIMIZED_KERNEL_DIR=cmsis_nn generate_hello_world_mbed_project

这样就不会报错咯
